Summary:
ThePreconstruction Managerleads and managespreconstructionactivities(battery storage, high-voltage,solar)from an initial opportunity through to construction kick-off on RESEPCopportunities, effectively standing in and acting as the project manager until the opportunity is secured and fully handed over to the selected execution team.ThePreconstruction Manageris responsible forcoordinating and interfacing with the business line executives and business development; managing and leading all engineering, estimating,and procurement activities required to properly and effectively plan the project; working with operations and scheduling to prepare winning execution strategies and schedules; ensuring that the project technical and commercial requirements align with business and owner objectives and constraints; supporting the development of contracts and contract exhibits; and ensuring a seamless transition of projects from the initial proposal phase through contracting and into construction.
The Preconstruction Manager communicates, plans,and collaborates closely with the executive, business development, proposals, engineering, estimating, procurement, contract, legal, risk, tax,and construction teams.This position works closely with all groups in standardizing procedures, methods, and processes leading to the successful kick-off and hand-over of projectstothe construction teams. Directly performs the preconstruction management duties on specific projects or hires and manages other Preconstruction Managers to perform those duties.
Requirements:
Project Management:
Workscross-functionally with engineering, estimating, procurement, contracts, legal, risk, tax, business development,and operations to take the project from the RFP phase through to construction kick-off.
Developsthe project execution strategy for the proposal.Identifieskeystakeholdersand personnel needed.
Reviewsproposal price,scheduleand other requisite deliverableswith input from the construction operations team andsupport stakeholders.
Preparesinitial construction schedule and cash flow/cancellationdeliverables asrequired.
Coordinatesefforts with estimating,engineering,constructionand customer/owner to ensureaccuratebidding documents.
Monitorsdesignscopefor changes affecting budget,scheduleand constructionexecution.Identifiesthecause of changesanddocumentsandcommunicatesidentifiedchanges.
Providesinput and createscontent for risk reviews, proposal reviews, and management meetings.
Leadsvalue engineering and value enhancement efforts asrequired, includingdevelopingitems and lists, compiling ideas, and presentinginformation totheproposal team.
ReviewsContracts, Exhibits (eg,scopes of work), engineering packages, estimates and proposal packages to ensure consistency and compliance.
Ensuresturnover of a project from Preconstruction to Construction isappropriately donewiththe righthand-off meetings,and all information is transferred to the operations team viatheProject Kick-off process and Procore.
Participatesin presentationswith potential clients, asrequired, andassistsinreviewing and approvingcontracts before signing.
Worksclosely with customers/owners to define project expectations and success goals, including key factors to focus on within the design phase.
Workswith business development toestablishor maintain excellentcustomer relationships.
Gathersfeedback and tracksclarifications duringthedesign process.
Identifiesfuture projects and collaboration opportunities.
Facilitatesincorporation of constructability,logisticssolutions, customer expectations, and critical success factors into project programming and conceptual design activities.
Supportsestimating team members indeveloping or evaluatingtechnical design aspects of projects,including drawings, specifications,and scheduling.
Supports estimating and engineering project management teams in review and evaluation of subcontractor proposalsand pricing.
Createsassumptions, clarifications,exceptions (ACE) documents, andrisk & opportunitylogas part of the proposal and estimating process.
Developsandleadsthe preparation and presentation of project proposals.
Facilitatesandleadsrelevant Stage Gate and executive review/approval meetings.
Actsas (interim) Project Manager on RES 3rd Party Construction projects until the Project Manager has been assigned.
Participates in the Project Kick-off process.Leads the SG1b RFP Kickoff meetings and prepares the requisite deliverables to guide internal parties for this meeting.
Populatesand managesrequired documentation in ProcoreandSharepoint.
Assigns deliverables andfollowsup on action items.
Ensures required resources, supplies, subcontracts, and permits are in place to support mobilization.
Facilitatesreview of drawings, specifications,and other construction documents andcommunicatesissues,theaccuracy of information, and potential risks.
Actsastheprimary point of contact with project owners, third-party engineers, and consultants during thepreconstructionphase.
Learnsandunderstandsthe project owner's needs, goals, constraints,and requirements; workswith the project team to incorporate them into the design and technical specifications.
Promotesandfacilitatesopen communication and issue resolutionboth internally and externally.
Leadsthepreconstructionteam in making critical project decisions at the right time tomaintainthe project schedule.
Managesthe bidding and contracting ofpreconstruction-related work,including geotechnical and geophysical investigation, topographical survey mapping, and utility location/service surveys.
Coordinatespreconstructionsite access and site conditions/constructability reviews and reporting.Includes compliance with RES safetyprogramforpreconstructionactivities.
Followssafety and security procedures, determinesappropriate action,reportspotentially unsafe conditions, and adequatelyusesmaterials and equipment.
Ensuresthesite is ready for mobilization.
Presents, supports, and leads-by-example with a safety and quality-oriented attitude.

Standardization:
Complieswithpre-con processes and procedures with Stage-Gate requirements.
Partners with the project Kick-off process and procedures.
Identifiesareas for continuous improvement oftheprocess(es).
Contracts
Assistsin the negotiation of owner contractsandexhibitsas needed.
Workswith the contracts and legal team to negotiate and close construction contracts, withahigh focus on exhibits and ancillary documentation, includingtheability toread andwrite scopes of work.
Supports procurement and project management teams in negotiating and executing vendor supplyagreementand subcontractor agreements.
Attends work regularly and punctually, as scheduled or expected.Make oneself available to supportmeetings and obligations overa wide range of time zones (USEasternto Pacific).
Complies withEmployee Handbook, Code of Conduct,and Company Policies & Procedures.
Safety:
Follows safety and security procedures and determines appropriate action. Reports potentially unsafe conditions and uses materials and equipment properly.
Qualifications:
Bachelor’s Degree in Engineeringor another construction/technical-related field required.
PMP or similar Project Management Training preferred.
3 years or more relevant construction or engineering experience required.
Ability to travel 5-15% required.
Valid driver’s license required.
Highly organized with a solidability to manage multiple projects in parallel with a sense of urgency.
Ability to work independently with minimal supervision.
Ability to superviseand guide indirect reports as needed.
Quickly develops an understanding of the project using the available resources.
Ability to manageand problem-solve complex technical and commercial issues.

Intimate knowledge of theBattery Energy Storage Systems (BESS) and high voltage substation and transmission lineconstruction process across civil, electrical, structural, mechanical, SCADA, controls, fire, security, and commissioningscopes. Knowledge ofsolar technical and constructionprocesses ispreferred.
Skilled in Microsoft Office suite programs.
Skilled in the use of Google Earth and GIS software.
Skilled in use of Primavera P6 scheduling software.
Skilled in the use of ProcoreandSharepoint.
Experience with HCSS Heavy Bid is a plus.
Ability to flex responsibilities based on project resource availability.

Anticipated base salary range: $133,000- $166,000
The finalagreed upon compensationis based on individual education, qualifications, experience, and work location. This position is bonus eligible.
